US–Russia Talks on Ukraine End Without Agreement on Territorial Issue

High-level talks between the United States and Russia over the Ukraine conflict concluded without a breakthrough on one of the most contentious issues: territorial control. The negotiations in Moscow involved U.S. representatives, including special envoy Steve Witkoff, meeting with Russian President Vladimir Putin for nearly five hours. Officials from both sides described the discussions as “useful and constructive,” but they confirmed that no compromise was reached regarding regions claimed by Russia in eastern Ukraine.

The talks focused on a revised U.S. peace proposal that has undergone adjustments to address concerns from Kyiv and European allies. While Russia showed openness to some elements of the plan, Moscow firmly rejected provisions that challenged its territorial claims. Ukrainian officials, meanwhile, reiterated that any concessions on sovereignty were unacceptable, insisting that Ukraine would not cede occupied land under pressure.

Kremlin aide Yuri Ushakov stated that the discussions were substantive but highlighted the enduring gap between the two sides on core territorial issues. Russia continues to demand recognition of its control over certain Ukrainian regions, while rejecting proposals involving withdrawal or international monitoring as part of a ceasefire. This fundamental disagreement remains the primary obstacle preventing progress in peace negotiations.

The failure to reach an agreement comes amid growing international concern over the war’s continued human and economic toll. Diplomats emphasise that although the talks did not yield a compromise, the dialogue itself is important for maintaining communication channels between Washington and Moscow. Both sides have signalled that discussions may continue, but the core dispute over territory makes a near-term resolution unlikely.

Observers note that the stalemate underscores the difficulty of resolving the Ukraine conflict diplomatically. While technical issues, security arrangements, and humanitarian concerns remain topics for negotiation, territorial sovereignty continues to be the central sticking point. Without agreement on this matter, efforts to achieve a lasting ceasefire or political settlement face significant challenges.
