[vc_row][vc_column][vc_column_text dp_text_size=”size-4″]The Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) has strongly condemned the Federal Government for hurriedly presenting the Higher Education Commission (HEC) Bill 2023 in a recent Federal Cabinet meeting.
FAPUASA, including its provincial chapters, President Dr. Kaleemullah Bareach, and Executive Council members, released a joint statement expressing their concerns.
They emphasized that introducing the law without consulting relevant stakeholders violates the principle of provincial autonomy enshrined in the 18th Amendment. Moreover, they view it as an attempt to undermine the autonomy of the HEC and educational institutions.

According to the statement, the proposed measure grants the Prime Minister direct authority in selecting the HEC Chairperson and members, reduces the number of members, and eliminates provincial representation.
Additionally, the bill prohibits provincial legislatures and administrations from establishing new universities. FAPUASA highlights the significance of involving provinces and key stakeholders, particularly teachers and their elected representatives, in such crucial legislation.
They demand that provinces and stakeholders be consulted and given the opportunity to participate in constitutional forums, such as the Council of Common Interest, prior to any decision-making.
