The Sindh High Court (SHC) has strongly criticized the Sindh Building Control Authority (SBCA) for failing to stop illegal constructions in Karachi. The remarks came during a hearing on Tuesday, related to unauthorized buildings in Ramzanabad, Garden West.
Justice Iqbal Kalhoro, who was leading the hearing, expressed frustration over SBCA’s performance. He said that SBCA officials “only work to make money under the table.” He also described the department as “the most notorious” in the government.
The judge made these remarks while reviewing a petition filed against illegal structures in the area. He questioned why action had not been taken on a building constructed as far back as 2000.
In response, SBCA representatives told the court they had only recently become aware of the structure. They assured the court that action would be taken in line with its orders.
Justice Kalhoro asked why court intervention was needed for SBCA to perform its basic responsibilities. He added that such negligence had allowed illegal buildings to spread unchecked across the city.
The court ordered SBCA to take strict action against the illegal construction and report back by September 16. A compliance report is to be submitted detailing the steps taken.
This case adds to ongoing concerns about SBCA’s role in allowing unauthorized buildings to rise in Karachi. Public complaints have often pointed to a lack of enforcement and corruption within the department.
Legal experts say such court orders are necessary to hold regulatory bodies accountable. Many hope this action will push SBCA to improve its oversight and transparency.
The SHC has made it clear: government departments must act within the law — with or without a court order.
