Serving and Retired Bureaucrats Receive 'Free' Plots in Islamabad's High-Value Sector

A controversial issue has emerged in Islamabad regarding preferential allotments of one-kanal plots in the posh Sector E-11, where senior bureaucrats and top police officers are receiving plots at prices that are far below current market rates. The plots are being sold at just 1.5% of their market value, raising concerns over favoritism and corruption.

Among the beneficiaries of these heavily discounted plots are former interior secretary Aftab Akbar Durrani, Khyber Pakhtunkhwa’s IG Akhtar Hayat Khan, Punjab’s IG Dr. Usman Anwar, and National Police Foundation (NPF) Managing Director Sabir Ahmed. Reports suggest similar preferential allotments occurred in Sector O-9, where Additional IG Punjab Bilal Siddique Kamyana secured a plot for only Rs. 500,000, despite its current market value being around Rs. 30 million.

The NPF, responsible for these allotments, has been accused of allowing the sale of plots at a fraction of their true worth. For instance, the NPF charged Rs. 1.57 million per plot in Sector E-11, although its market value now stands at Rs. 100 million. Sabir Ahmed, the NPF’s managing director, has defended these actions, claiming that no rules were broken and that the plots had been vacant for decades, allowing for reallocation at their original prices. He also stated that the registries for these plots were terminated due to previous owners’ failure to maintain contact.

However, this decision has sparked widespread criticism. Former DIG Shahid Iqbal has challenged the reallocation of his plot in court, alleging that the cancellation of his plot was unfair. Additionally, a former legal adviser has accused the NPF of using a biased approach to favor certain officers.

The controversy has deepened due to the revelation that former interior secretary Durrani, just before his retirement, issued a regulatory order granting greater autonomy to the NPF and allowing the extension of its managing director’s term—actions that are said to be in violation of the society’s rules.
