A new controversy has emerged regarding the auction of a multi-billion rupee commercial plot at the National Police Foundation (NPF) in Islamabad’s E-11 sector. The sealed-bid auction, intended for the sale of a 10-12 Kanal plot valued at Rs1.02 billion, has sparked concerns of manipulation and favoritism.
Sources within the NPF claim that the auction process was designed to benefit a specific company, M/S SMB Services (Pvt) Ltd, by selling the plot at a price significantly lower than market rates. As a result, the auction allegedly caused a loss of approximately Rs5 billion to the national exchequer.

Documents show that only two firms, M/S Convolair (Pvt) Ltd and M/S SMB Services (Pvt) Ltd, submitted bids, with the auction taking place on December 28, 2023. The sealed-bid method, which violated the NPF’s committee guidelines, was allegedly orchestrated by NPF’s Managing Director in collusion with Shunaid Qureshi, a director of a prominent Islamabad-based news outlet. This move is said to have been aimed at benefiting SMB Services, which is run by directors including Alina, Moomal Shunaid, and Shanzeh Shunaid.
Further investigations revealed that opposition from NPF officers to the sealed-bid auction led to their transfers, and the composition of the NPF Board of Directors was changed to avoid resistance against the decision. The board meeting minutes also indicated objections to the procedure, with senior officials pointing out violations of several laws, including the NPF Allotment Rules and the Islamabad Land Disposal Regulation 2005.
In addition to this plot auction, sources revealed that a similar manipulation occurred in a bidding process for the establishment of a 100-bed general hospital at another NPF plot. A specific clause was allegedly added to the bidding criteria, favoring Shunaid Qureshi and a Turkish firm linked to SMB Services.
