Saudi Arabia has raised significant concerns with Pakistan over the increasing number of Pakistani citizens entering the kingdom on Umrah visas and engaging in begging activities. The Saudi Ministry of Hajj and Umrah expressed frustration, stating that this trend tarnishes the sanctity of the religious pilgrimage and violates local laws.
Officials in Saudi Arabia have warned that if this issue continues, they may impose stricter visa regulations or restrict travel for Pakistani pilgrims, which could impact many who genuinely wish to perform Umrah.

In response, Pakistan’s Ministry of Religious Affairs has proposed the introduction of an “Umrah Act” aimed at regulating the operations of travel agencies involved in facilitating Umrah, ensuring adherence to strict ethical guidelines. The government is also collaborating with the Federal Investigation Agency (FIA) to crack down on organized groups exploiting the pilgrimage system for begging.
Interior Minister Mohsin Naqvi recently met with the Saudi ambassador to discuss the matter and reassure Saudi authorities of Pakistan’s commitment to resolving the issue. The FIA has been directed to take prompt action against those misusing the pilgrimage system.
