Punjab to Allow 16-Year-Olds to Obtain Motorcycle Licenses

The Punjab chief minister’s office has announced that the provincial government has decided, in principle, to allow 16-year-olds to obtain motorcycle licenses and smart cards. This move comes after widespread public criticism of a recent province-wide traffic crackdown that, within just 72 hours, registered over 4,600 cases and led to nearly 3,100 arrests, many involving school-aged children.

Parents were particularly vocal in condemning the campaign, arguing that it unfairly created criminal records for minors and could negatively affect their future prospects. They described the arrests as excessive and unnecessary, raising concerns over the treatment of young offenders.

In response to the public outcry, Chief Minister Maryam Nawaz Sharif expressed strong displeasure over minors being handcuffed for traffic violations. The government’s new approach will involve issuing motorcycle licenses and smart cards to 16-year-olds, alongside launching an awareness week by traffic police across Punjab, aimed specifically at educating students and young riders about road safety.

Under this revised framework, first-time helmet violators will receive warnings rather than fines. Additionally, traffic authorities will begin employing drones and body cameras for the first time to monitor violations and ensure greater transparency in enforcement.

CM Maryam Nawaz emphasized that parents must take a more active role in teaching children about traffic rules and road safety. She clarified that the government’s objective is not to penalize minors but to instill law-abiding habits and proper guidance. Highlighting a broader issue, the chief minister noted that many young riders had not been adequately educated on the importance of wearing helmets and following traffic regulations, making parental and educational involvement crucial to improving compliance and safety on Punjab’s roads.

This policy shift reflects the government’s effort to balance enforcement with education, ensuring that young motorists are legally recognized, responsibly trained, and better prepared to ride safely.
