The Punjab Cabinet Committee has approved a comprehensive ban on all activities related to kite flying and the manufacturing of dangerous twines and strings. This decision was made during a meeting of the Punjab Cabinet Committee on Law and Privatisation, chaired by Punjab Finance Minister Mujtaba Shujaur Rahman. Law Minister Sohaib Bharath and Local Government Minister Zeeshan Rafique also participated, with the latter joining via video link.
Key amendments were made to the Punjab Arms Ordinance 1965 and the Prohibition of Kite Flying Ordinance 2001, resulting in a complete ban on kite flying and the production of hazardous kite strings. The preparation and sale of kite strings made from metal wires and other dangerous materials are now strictly prohibited.

Violators of this ban will face severe penalties, including a minimum sentence of three years’ imprisonment for kite flying and at least five years’ imprisonment or a significant fine for those involved in manufacturing and distributing dangerous materials. The amendments also propose that fines be collected from the parents of children found violating the kite flying ban.
In addition to these measures, unauthorized sale, repair, manufacturing, and sports shooting of firearms without a license will also be banned under the new amendments. The committee further proposed amendments to the Punjab Vagrancy Ordinance 1958 and the Probation of Offenders Ordinance 1960 to crack down on illegal activities across the province.
Finance Minister Mujtaba Shujaur Rahman emphasized that no concessions would be given to those who risk lives in the name of entertainment. The new regulations underscore a strong commitment to public safety and legal enforcement in Punjab.
