CDA Amendment Act 2025

President Asif Ali Zardari on Friday approved the Capital Development Authority (CDA) Amendment Bill 2025, giving it the status of an official Act of Parliament. The signing marks a significant step toward reforming the governance of Islamabad’s municipal authority.

The president acted on the advice of Prime Minister Shehbaz Sharif and signed the bill under Article 254 of the Constitution. Both houses of Parliament had earlier passed the legislation without any amendments.

The Senate approved the CDA Amendment Bill 2025 on November 7, 2025. The National Assembly followed by passing it on December 8, 2025. The Speaker of the National Assembly later confirmed its passage, completing the parliamentary process.

With the president’s assent, the CDA Amendment Bill 2025 has officially become the CDA Amendment Act 2025. Authorities say the new law is expected to introduce significant reforms in the functioning and management of the Capital Development Authority.

The CDA Amendment Act 2025 aims to improve administrative efficiency and strengthen oversight mechanisms. Officials believe it will help streamline decision-making and enhance accountability within the authority.

Among the expected changes, the act will redefine internal governance procedures. It may also introduce updated reporting systems and clarify the roles and responsibilities of key officials. These reforms are designed to improve service delivery for residents of Islamabad.

Experts note that the CDA Amendment Act 2025 could impact urban planning, development approvals, and municipal management in the capital. Citizens and stakeholders are encouraged to familiarize themselves with the new regulations.

The legislation also reflects the government’s broader commitment to modernizing public institutions. By improving transparency and efficiency, authorities aim to address long-standing administrative challenges within the CDA.

Officials have stated that training and implementation guidelines will be provided to ensure a smooth transition under the new law. The act is expected to serve as a foundation for better governance and urban management in Islamabad.
