Kuwait is preparing to introduce new fees for private and commercial entities to cover waste management services, including disposal, treatment, and destruction at approved facilities. The initiative is aimed at ensuring that businesses contribute to the cost of managing the waste they generate, as well as expenses related to environmental cleanup and land reclamation.
Municipal Council member Alia Al-Farsi has proposed the measure, emphasizing that the fees should be determined based on a thorough technical and legal study, calculated on a per-ton basis. She also suggested implementing clear enforcement mechanisms and modern tracking systems for waste collection vehicles to improve accountability and efficiency.
Under the proposed plan, only private and commercial waste producers would be required to pay the fees, while residential households would remain exempt. Al-Farsi noted that the initiative aligns with the Kuwait Municipality Law and Municipal Waste Management Regulations and highlights the principle of “polluter pays,” ensuring that those responsible for generating waste contribute fairly to its proper handling.
The policy is designed to encourage waste segregation, promote recycling, and enhance overall environmental sustainability. Funds collected through the fees would be reinvested in upgrading waste management infrastructure, rehabilitating degraded land, and supporting the development of Kuwait’s recycling industry.
Al-Farsi also pointed out that Kuwait’s rapid urban growth and rising population have increased pressure on the country’s waste management system, making stricter regulations necessary. She stressed that accountability is essential to achieving national goals related to public hygiene, environmental protection, and sustainable development.
