Imported Chocolates to Get Pricier as FBR Raises Customs Values

Customs Values Revised for 104 Branded Chocolates in Pakistan

Karachi: The Directorate General of Customs Valuation Karachi has revised customs values on the import of 104 types of branded chocolates from all origins. The changes were announced through Valuation Ruling No. 1980 of 2025, issued on Monday.

Brands Affected by the Customs Value Revision

The customs values have been increased for several renowned chocolate brands, including:

  • Mars, Bounty, Snickers
  • Alprose Swiss Butter, Cadbury (Various Flavors/Blends)
  • Galaxy (Various Flavors/Blends), Galaxy Jewels Chocolates
  • After Eight, Lindt, Belgian Chocolate
  • M&M Chocolate Beans (Various Packings), Milky Way
  • Skittles Fruit Beans, Toblerone, and many others.

Reason for the Revision

The customs values for imported chocolates had not been revised since 2022. Given market fluctuations, changes in import trends, and varying customs values, the authorities conducted an evaluation under Sections 25 and 25A of the Customs Act, 1969.

Process of Determining the New Customs Values

  1. A stakeholder meeting was held on January 16, 2025, where importers and traders presented their views.
  2. Authorities analyzed import data from the past 90 days to examine price variations.
  3. A market inquiry was conducted under sub-Section (7) of Section 25, involving price assessments from local markets.
  4. The Cost & Freight (C&F) value was finalized after adjusting profit margins and other relevant factors.

Implications for Importers and Consumers

With the revised higher customs values, importers may face increased costs, potentially leading to higher retail prices for imported chocolates in Pakistan. The decision aims to ensure accurate valuation while maintaining transparency in customs assessments.
