Federal Government Amends Civil Servants Promotion Rules
The federal government has introduced significant amendments to the Civil Servants Promotion Rules, 1973, following approval from Prime Minister Shehbaz Sharif. The Establishment Division has issued a Statutory Regulatory Order (SRO) to implement the changes.
Key Changes in Promotion Rules
Under the revised rules:
- Civil servants seeking promotion to Grade 22 will have only two chances for consideration.
- If they fail both times, they will no longer be eligible for promotion and will retire in their current grade.
A notification regarding the amendments has been published in the Gazette of Pakistan.

High-Powered Board Approves 36 Promotions
A high-powered selection board has approved the promotion of 36 senior civil servants from BS-21 to BS-22. The promoted officers belong to:
- Pakistan Administrative Service (PAS) – 19 officers
- Police Service of Pakistan (PSP) – 8 officers
- Foreign Service of Pakistan (FSP) – 9 officers
The board’s 29th meeting, chaired by Deputy Prime Minister Ishaq Dar, recommended these promotions. Unlike previous meetings, this session was held at the Establishment Division’s Committee Room instead of the Prime Minister’s Secretariat.
