Egypt is actively working on a comprehensive reconstruction plan for Gaza, responding to United States President Donald Trump’s controversial proposal to “take over” the territory and displace its population. The Egyptian government aims to rebuild Gaza without forcing its Palestinian inhabitants out, offering an alternative to Trump’s widely condemned idea.
According to Egypt’s Minister of Foreign Affairs, Badr Abdelatty, the government is finalizing a multi-phase plan focused on Gaza’s recovery. This plan, set to be completed by next week, seeks to allow Gaza’s residents to remain in their homeland while the territory’s infrastructure is rebuilt. The first phase will focus on clearing debris and repairing vital infrastructure such as roads and health facilities, expected to last for six months. Secure areas will be established within Gaza where residents can temporarily stay in mobile homes while humanitarian aid is delivered.

Egypt’s reconstruction plan, which will unfold over the next five years, is expected to create tens of thousands of jobs for Gaza’s population. It is currently under discussion with European diplomats and Arab partners, including Saudi Arabia, Qatar, and the UAE, to secure funding. There are also talks of holding an international conference to garner additional support for Gaza’s recovery.
This proposal directly counters Trump’s controversial assertions, which have drawn widespread condemnation globally. Trump suggested displacing Gaza’s two million residents and resettling them elsewhere, an idea rejected by Egypt, Jordan, and many international human rights organizations. In contrast, Egypt’s plan focuses on maintaining Gaza’s territorial and demographic integrity and establishing a Palestinian administration not aligned with either Hamas or the Palestinian Authority.
The reconstruction proposal includes creating a Palestinian police force made up of former Palestinian Authority officers, with Egyptian and Western-trained forces reinforcing them. Discussions are ongoing to secure financing for the plan, which could have far-reaching implications for Gaza’s future.
