CDA Serves Notice To Illegal Housing Project In Islamabad

The Capital Development Authority (CDA) has issued a show-cause notice to the illegal housing scheme Nilore Homes located in Zone IV of Islamabad. The notice demands the removal of unauthorized structures and an immediate halt to all illegal land use.

The notice, issued by CDA Director of Regional Planning Ejaz Ul Hassan, cites violations under Sections 49-C and 46-B of the CDA Ordinance 1960. A recent site inspection revealed that construction and development were underway without required approvals. The activity violates the CDA Ordinance, the Islamabad Capital Territory (ICT) Zoning Regulations 1992, and the ICT Building Control Regulations 2020.

The CDA has directed the project sponsor to demolish all illegal buildings and works within 15 days. Authorities warned that non-compliance would lead to forcible action, including police assistance and recovery of all operational costs from the scheme’s sponsor.

The CDA noted that public notices had been issued multiple times between 2014 and 2025, urging developers of unauthorized housing and farm schemes in Islamabad to regularize their projects by submitting layout plans. The Nilore Homes project failed to respond to these notices, prompting the current enforcement action.

Officials emphasized that unauthorized development in Zone IV and other restricted areas will not be tolerated. Strict action will be taken against all illegal housing and farm schemes operating without proper approval to protect Islamabad’s planned development framework and ensure environmental sustainability.

The CDA also highlighted that such measures are necessary to maintain orderly urban growth and safeguard the city’s infrastructure. Authorities will continue monitoring housing schemes across Islamabad to ensure full compliance with zoning and building regulations.
