The Capital Development Authority has issued a show-cause notice to the sponsors of the Usman Enclave housing scheme in Pind Baigwai, directing them to halt all construction in Zone IV and remove all unapproved structures.
The notice, dated November 12, states that a CDA inspection team found ongoing development at the site even though the project has no official approval.
According to the authority, the sponsors violated the CDA Ordinance 1960, ICT Zoning Regulations 1992, and the Islamabad Capital Territory Building Control Regulations 2020 by carrying out construction and land-use activities without authorization.
The notice orders those involved to tear down the structures and stop using the land within 15 days.
CDA officials added that this warning comes after years of repeated public notices since 2014, urging developers of illegal housing and farm schemes to submit layout plans for regularization. Usman Enclave has not submitted any documents to date.
The authority warned that if the sponsors fail to comply, enforcement action—including police assistance if needed—will be taken to remove the illegal development. All demolition and enforcement costs will be recovered from those responsible.
Officials said the case highlights the growing issue of unauthorized housing schemes in Islamabad, particularly in Zone IV, where strict planning rules apply.
