CDA Introduces Cashless Digital Payment System in Islamabad

CDA Shifts to Cashless Digital Payments for Greater Transparency

The Capital Development Authority (CDA) has announced a complete transition to a cashless digital payment system, ensuring a more transparent and efficient financial framework.

The decision was made during the fourth CDA Board meeting, chaired by Chairman Muhammad Ali Randhawa, with all board members in attendance. The move aims to streamline payment processes and eliminate risks associated with manual cash handling.

Key Digital Payment Upgrades

During the meeting, officials revealed that payments for 165 services at the One Window Operation have already been digitized. Additionally, charges for water tankers and Islamabad Water accounts have been integrated with QR code-based cashless payments.

CDA plans to extend digital payments to all financial transactions, including:

  • Fines issued by the Directorate of Municipal Administration (DMA), Environment, and Enforcement departments.
  • Future financial dealings across all CDA operations.

Enhanced Financial Management with SAP System

To further modernize financial management, the board approved the SAP double-entry accounting system for CDA. Chairman Randhawa directed officials to:

  • Compile a complete record of CDA assets by the end of the fiscal year.
  • Prepare a corporate-style financial report highlighting achievements and yearly targets.

To facilitate implementation, CDA will sign a Memorandum of Understanding (MoU) with the Controller General of Pakistan next week.

Additionally, a special committee led by the Member Finance—including the Director of Land, Director of Municipal Administration, and Director General of Building Control Section—has been formed to identify all CDA-owned rental properties in Islamabad.
