CDA Declares 2 More Housing Societies Illegal in Islamabad

The Capital Development Authority has deemed two additional housing schemes/residential projects in Zone V as unauthorized. Capital Residencia and Royal Gardens, located on Japan Road in Zone V, Islamabad, have been officially declared illegal by the CDA.

Under section 49-C of the CDA Ordinance 1960 and ICT Zoning Regulations 1992, the Capital Development Authority has issued a notice, citing that both residential projects are being promoted and advertised without obtaining approval from the CDA.

As outlined in the CDA notice, in accordance with the provisions of ICT (Zoning) Regulation 1992, amended in 2010, and the Modalities & Procedures established for Planning and Development of Private Housing Schemes in ICT Islamabad, private sponsors are prohibited from launching housing schemes in Islamabad without CDA approval.

The CDA notice underscores the alarming nature of this situation, highlighting the potential threat to the life and property of the general public due to non-compliance with ICT Regulations.

The general public has been cautioned by the CDA against engaging in any bookings, sales, or purchases within these illegal housing schemes or land subdivisions. Individuals are urged to verify the legal status of the scheme with the CDA before making any investments, with the CDA website (www.cda.gov.pk) serving as a resource for updated status and approved layout plans of the schemes. The CDA explicitly states that it will not be held responsible in case of fraud or loss.

Additionally, the Capital Development Authority has instructed IESCO, SNGPL, and PTCL not to provide utility connections to these unauthorized schemes developed without CDA approval.

Sponsors and management of these illegal schemes have been warned by the CDA to desist from illegal advertisements, bookings, allotments, and transfers related to plots, property, and apartments. The management of these societies has also been directed to cease construction activities immediately.

The CDA emphasizes that, in the event of non-compliance, strict punitive measures will be taken against sponsors under the CDA Ordinance 1960, ICT (Zoning) Regulation 1992, and Building Control Regulations 2020 (amended 2023).
