Minister Noor directly implicated Indian forces and intelligence agencies in fomenting unrest within the region, citing a history of unprovoked firing on civilians and acts of sabotage. He asserted that Indian forces persist in indiscriminate attacks targeting civilians residing near the LoC, further alleging the use and transport of explosive materials for destructive purposes in the border area. Minister Noor specifically pointed to the documented presence of Improvised Explosive Devices (IEDs), stating that at least 54 such incidents of IED planting along the LoC have been recorded since 2016.
He characterized these actions as a component of a larger Indian strategy aimed at destabilizing the region. Minister Noor concluded by appealing to the international community to acknowledge these alleged violations and take appropriate measures to safeguard the civilian population in the affected area.
