The federal government of Pakistan is set to inaugurate the first Asan Khidmat Center in Islamabad in January 2026. Officials report that over 60% of the development work has already been completed. The center is part of a citizen-centric public service initiative modeled on Azerbaijan’s successful system.
The Ministry of IT and Telecom (MoITT) is leading the project under its digital governance and citizen facilitation program. The Capital Development Authority (CDA) is responsible for renovating and furnishing Block-B of the building. Meanwhile, the National Information Technology Board (NITB) is digitizing Pak-PWD records for modern management and long-term preservation.
MoITT has released funds for the project and instructed CDA to accelerate the renovation to meet the January 2026 deadline. Once operational, the Asan Khidmat Center will provide more than 100 essential government services under one roof. These services will cover all stages of life, from birth to death, for citizens across the capital.
The center will host multiple government departments, including Islamabad Police, NADRA, CDA, DRAP, FBISE, NH&MP, Excise and Taxation, SNGPL, Immigration and Passport Department, FBR, IESCO, and the Deputy Commissioner’s Office. Additionally, the Ministry of Foreign Affairs will offer document attestation services to enhance citizen convenience.
The project agreement was signed in September with Azerbaijan’s State Agency for Public Services and Social Innovations. Prime Minister Shehbaz Sharif visited Azerbaijan’s Asan Khidmat Center in Baku and instructed authorities to replicate the model in Islamabad to modernize public service delivery.
