Pakistan is set to increase its online government services to 100 by December 2025, as part of its accelerated digital reform agenda. Shaza Fatima Khawaja, Minister for Information Technology and Telecommunications, announced the initiative.
The minister said Pakistan’s digital transformation is driven by key legislative and policy measures introduced over the past year. The Pakistan Digital Nation Act, passed in January 2025, provides a roadmap to digitize the economy, public administration, and society.
Key milestones include the approval of a national artificial intelligence policy and the rollout of digital ID cards. Pakistan is also developing a nationwide super app, modeled on Kyrgyzstan’s “Tunduk,” to allow citizens remote, contactless access to government services.
Shaza Khawaja highlighted two successful digital achievements so far: RAAST and the e-office system. RAAST, a unified QR-based payment system used by banks and digital wallets, is helping Pakistan move toward fully digital transactions. During Ramadan, 800,000 women opened digital wallets to receive government subsidies.
The e-office system has shifted 98% of federal government work to electronic format. This allows the prime minister and ministers to monitor files and documents in real time.
To ensure nationwide digital access, Pakistan has established the Pakistan Digital Agency and the National Digital Commission. These bodies, led by the prime minister and including provincial governors, ensure uniform digital policies across the country.
Currently, Islamabad’s “Asaan Khidmat” app is operational, and digital ID applications are available online. More than 50 services are accessible electronically, with the government targeting 100 services by next month.
On cybersecurity, Pakistan has created the National Computer Emergency Response Team (Pakistan CERT) and the NTISB. A national cybersecurity policy is in its final stages and will establish an independent Cybersecurity Authority to protect data, digital systems, and citizens.

The minister also noted opportunities for collaboration with Kyrgyzstan in areas like fiber-optic connectivity, B2B partnerships, joint product development, and global market access through Pakistan’s IT sector operating in over 190 countries.
