OGRA Increases RLNG Tariffs For SNGPL And SSGCL Consumers

The Oil and Gas Regulatory Authority (OGRA) has increased the prices of Regasified Liquefied Natural Gas (RLNG) for consumers of Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company Limited (SSGCL). The revised rates took effect on October 1, 2025.

According to OGRA, the increase was made to reflect a slight rise in international LNG import costs. The adjustment aligns local prices with the Delivered Ex-Ship (DES) rate — a key component determining LNG import expenses in Pakistan.

The new RLNG prices mark a rise of about 1.8% to 2% compared to the rates set for September.

For SNGPL consumers, OGRA has fixed the RLNG transmission price at $11.4381 per mmBtu and the distribution price at $12.2300 per mmBtu. In September, these rates were $11.2365 and $12.0127 per mmBtu, showing an increase of $0.2016 and $0.2173, respectively. This translates to a price jump of roughly 1.79% and 1.81%.

Similarly, SSGCL consumers will experience an increase as well. The new transmission price is set at $10.0585 per mmBtu, while the distribution price now stands at $11.2304 per mmBtu. These represent rises of $0.1965 and $0.2198, or approximately 1.99% and 2.00%, compared to last month.

OGRA reviews RLNG prices every month to adjust for changes in global LNG costs, exchange rates, and transportation expenses. The monthly revisions help maintain a balance between import prices and domestic distribution costs.

The latest hike in RLNG prices will mainly affect industrial, commercial, and power generation sectors that rely on imported gas. Domestic users connected to the regular natural gas supply network are not expected to be directly impacted.

Industry experts note that with global LNG prices fluctuating due to supply challenges and higher demand, future adjustments by OGRA may continue in the coming months.

Overall, the recent increase highlights OGRA’s ongoing efforts to align Pakistan’s RLNG pricing structure with global market realities while ensuring fair cost recovery for gas utilities.
