MoITT Recommends Postponing AI Regulator in Pakistan, Focus on Ecosystem Development First
The Ministry of Information Technology and Telecommunication (MoITT) has advised against the immediate establishment of an Artificial Intelligence (AI) regulator in Pakistan, suggesting that the country should prioritize the development of a robust AI ecosystem before considering regulatory measures.
Premature Regulation
In its formal response to the Senate Standing Committee on IT & Telecom concerning the proposed Regulation of Artificial Intelligence Act, 2024, the MoITT argued that introducing regulations for AI at this early stage would be premature. The ministry highlighted that while AI offers immense potential for technological and economic growth, it also presents significant risks. According to the ministry, over 50 countries globally have established national AI policies, but fewer than 10 have implemented AI-specific regulations, underscoring the need for a measured approach.

Focus on Foundational Development
The MoITT emphasized that Pakistan’s focus should initially be on building the foundational elements necessary for a thriving AI ecosystem, such as data governance, availability, and protection. These are seen as essential preconditions for fostering a conducive environment for AI growth. The ministry pointed out that AI leadership in Pakistan is jointly held by the Minister for Planning, Development, and Special Initiatives (MoPDSI) and the Minister of State for IT & Telecom.
AI Task Force and National AI Plan
To address the opportunities and challenges associated with AI, the MoPDSI has formed an inclusive task force comprising representatives from the public sector, industry, and academia. The task force is responsible for developing a National AI Plan, which will guide the country’s AI development. Meanwhile, the MoITT has established an AI Committee to finalize a National AI Policy aimed at creating an enabling environment for AI innovation and growth.
Inclusive Approach and Phased Regulation
The ministry also stressed the importance of involving provincial governments to ensure a comprehensive and inclusive approach to AI development across the country. Both the AI task force and the MoITT policy committee have agreed that the nation should first focus on building the necessary infrastructure and capabilities for AI before introducing formal regulatory measures. Although the draft AI Policy includes recommendations for an AI regulator, these are envisioned as part of a phased approach to be implemented in the future once the AI ecosystem is more mature.
Long-term Vision
In conclusion, the MoITT made it clear that regulating AI at this stage would be premature, given the nascent state of Pakistan’s AI ecosystem. The ministry stressed that regulation should follow the establishment of a well-developed AI environment, aligning with the broader goals outlined in the National AI Plan currently in development. This strategy aims to ensure that AI is effectively harnessed to benefit the country’s technological, economic, and societal growth.
