The IT Ministry has started preparing a 10-year digital transformation roadmap to modernize Pakistan’s digital governance system. The long-term plan is intended to strengthen public institutions and help the country keep pace with the rapidly growing digital economy.
The roadmap is part of a broader restructuring exercise within the Ministry of Information Technology and Telecommunication. Through this initiative, the IT Ministry aims to improve its internal structure, update governance practices, and enhance coordination with other government institutions.
According to the proposed Terms of Reference, the roadmap will be implemented in three phases. The first phase will cover the short term, from zero to two years. The second phase will span three to five years, while the final phase will extend from six to ten years.
Each phase will include clear goals, implementation timelines, and measurable milestones. The roadmap will also identify resource requirements and define strategies for engaging key stakeholders throughout the reform process.
The restructuring plan will include a detailed review of the ministry’s institutional framework. Officials will examine departmental responsibilities, staffing arrangements, governance systems, and coordination with affiliated organizations.
The IT Ministry also plans to identify overlapping responsibilities between departments. The goal is to improve efficiency and strengthen cooperation between federal and provincial institutions responsible for digital governance.
As part of the reform process, consultants will recommend amendments to the Rules of Business 1973. They will also propose a future organizational structure that better supports digital transformation and public service delivery.
The roadmap will address several major policy areas. These include telecommunications, cybersecurity, cloud adoption, artificial intelligence governance, startup ecosystem development, and digital platform regulation.
Officials believe these sectors will play an important role in Pakistan’s digital future. The roadmap is expected to provide a clear direction for policy development over the next decade.
The project will also include financial estimates needed to implement the proposed reforms. In addition, consultants will prepare a risk management strategy to identify possible challenges during implementation.
A change management plan will also be developed. This plan will help government departments adapt to new systems and improve the overall transition process.
Capacity-building programs will form another important part of the initiative. These programs will provide ministry employees with training and new skills needed to support digital governance and modern technology systems.
The IT Ministry will also identify the approvals required before the reforms can move forward. These approvals are expected from the Cabinet Division, Establishment Division, and Finance Division.
Officials say the roadmap will provide a structured framework for implementing institutional reforms over the next ten years. It is designed to improve governance while ensuring compliance with existing administrative and financial rules.
