The Private Educational Institutions Regulatory Authority has issued a final warning to private educational institutions in Islamabad to comply with the mandatory 10 percent need-based scholarship requirement under the Right to Free and Compulsory Education Act, 2012.
The decision was taken during a special meeting chaired by Dr. Ghulam Ali Mallah following guidance from the Senate Standing Committee on Federal Education and Professional Training and directions from the Ministry of Federal Education and Professional Training.
During the meeting, the authority reviewed scholarship data submitted by private schools and expressed concern that a significant number of institutions have yet to provide the required information despite repeated notices and directives.
Dr. Mallah reiterated that ICT-PEIRA is committed to ensuring full implementation of the law and announced that out-of-school children identified through enrollment campaigns will be given priority for admission under the 10 percent scholarship scheme.
The authority granted defaulting institutions a final deadline of June 30, 2026, to submit complete scholarship records. Schools that fail to comply will continue to face restrictions on registration and renewal services until the requirement is fulfilled.
ICT-PEIRA also warned that the names of non-compliant institutions will be published on its official website and shared with relevant examination boards after the deadline.
The authority further stated that continued non-compliance could result in regulatory fines, suspension of registration, and legal action under the ICT-PEIRA Act, 2013, including referral to the Islamabad district administration.
At the same time, ICT-PEIRA appreciated schools that have already complied with the scholarship quota and announced plans to issue Letters of Appreciation in recognition of their contribution to educational inclusion and social responsibility.
The authority reaffirmed its commitment to expanding access to quality education and ensuring effective implementation of the Right to Free and Compulsory Education Act across Islamabad.
