The United Arab Emirates (UAE) has announced a new set of reforms aimed at simplifying work permit procedures, reducing paperwork, and expanding access to digital services. The initiative is part of the country’s broader efforts to improve customer experience and enhance labor market efficiency.
Public Consultation Open Until July 30
The UAE Ministry of Human Resources and Emiratization (MoHRE) has launched an online public consultation process that will remain open until July 30. Employers, workers, and members of the public are invited to share feedback and recommendations regarding existing work permit services and proposed changes.
According to the ministry, the consultation will help shape future improvements and support efforts to streamline permit issuance procedures.
Focus on Simpler and Faster Services
The reforms are designed to make work permit services more efficient and user-friendly. Key objectives include:
- Faster processing of applications
- Improved customer satisfaction
- Greater compliance with labor regulations
- Enhanced labor market efficiency
- Stronger support for sustainable economic growth
Building on the Zero Government Bureaucracy Program
The latest changes build on reforms introduced under the UAE’s Zero Government Bureaucracy Program.
Under the initiative:
- Supporting document requirements have been eliminated completely for several services.
- Mandatory data fields have been reduced by approximately 75% to 97% for selected permits.
- Processing times have been significantly shortened.
Officials say these measures reduce administrative burdens on both employers and employees while improving service delivery.
Fully Digital Work Permit Services
MoHRE has made all work permit services available through its digital platforms. Employers and applicants can now submit applications, track requests, and complete procedures online without visiting government offices.
The ministry believes this digital transformation will create a more business-friendly environment and improve accessibility for users.
Types of Work Permits Available
The UAE currently offers 13 categories of work permits, including:
Recruitment and Employment Permits
- Recruitment Permit for workers outside the UAE
- Transfer Work Permit for workers already residing in the UAE
Family-Sponsored and Temporary Permits
- Family-Sponsored Work Permit
- Temporary Work Permit
- Mission Work Permit
Part-Time and Freelance Permits
- Part-Time Work Permit
- Freelance Work Permit
Student and Youth Permits
- Juvenile Work Permit (ages 15–18)
- Student Training and Employment Permit
Special Permit Categories
- Private Tutoring Work Permit
- UAE National/GCC National Work Permit
- Golden Residency Holder Work Permit
- Trainee UAE National Work Permit
Supporting Economic Growth
MoHRE said the reforms reflect its commitment to delivering flexible, modern, and customer-focused services. The ministry added that the initiative supports private-sector growth, protects workers’ rights, and aligns with the UAE’s long-term goals of economic diversification, sustainable development, and creating a competitive business environment.
