Saudi Arabia Imposes Makkah Entry Permits Ahead of Hajj Season 2025
Saudi Arabia has officially initiated preparations for Hajj 2025, announcing strict regulations to manage pilgrim flow and maintain order in the holy city of Makkah.
According to a notification from the Ministry of Interior, starting April 23, entry into Makkah will require a special permit, as part of efforts to streamline access to the city during the busy Hajj season.
The Ministry has also mandated that all foreign nationals on Umrah visas must exit the Kingdom by April 29, with overstayers facing legal action for violating visa rules.

From April 23 onwards, foreign residents across Saudi Arabia will need official permits to travel to Makkah. Those without valid documentation will be turned away at designated checkpoints, including Al-Shumaisi, unless they hold Iqamas issued from Makkah, in which case they are exempt.
Foreign workers traveling for job-related reasons must secure permits through the “Absher” or “Muqeem” platforms, depending on their employment circumstances. Meanwhile, Umrah permit issuance via the “Nusuk” portal will be suspended between April 29 and June 10 for citizens of GCC countries and foreign residents on various visa categories.
These proactive measures aim to enhance crowd control, safety, and smooth execution of Hajj 2025, ensuring a spiritually fulfilling and organized pilgrimage experience for all participants.
