Saudi Arabia has launched a new licensing system for seasonal pilgrim housing in Mecca and Medina ahead of Hajj 2026. The initiative aims to improve accommodation standards and ensure a better experience for pilgrims.
The Ministry of Hajj and Umrah unveiled the framework in collaboration with the Ministry of Tourism and the Ministry of Municipalities and Housing. The system will operate through a temporary hostel licensing service.
Accommodation providers wishing to host pilgrims must apply through the Nusuk Masar platform. Licenses will be issued online via the Ministry of Tourism after meeting approved conditions. Applications will close on February 1, 2026. Hotels already holding permanent licenses from the Ministry of Tourism are not affected by the new rules.
The temporary licensing model is designed to raise hospitality standards, simplify booking procedures, and expand accommodation capacity during the Hajj season. By linking licensed facilities to the Nusuk platform, the government ensures pilgrims can access safe and reliable housing.
