Qatar has announced sweeping reforms to its Civil Human Resources Law, introducing new incentives designed to enhance family welfare and boost public sector productivity, according to the Qatar News Agency.
The updated law, issued under Law No. 25 of 2025 by Emir Sheikh Tamim bin Hamad Al Thani, includes a QAR 12,000 annual marriage allowance for both Qatari spouses. These changes aim to promote family stability, encourage national talent, and modernize administrative practices across government institutions.
Replacing Law No. 15 of 2016 and backed by Cabinet Decision No. 34 of 2025, the amendments align with Qatar National Vision 2030 and the Third National Development Strategy, focusing on effective governance and human capital development.
Dr. Abdulaziz bin Nasser Al Khalifa, President of the Civil Service and Government Development Bureau, described the reforms as a “balanced legislative advancement” that strengthens efficiency, accountability, and motivation within the public workforce.
The law introduces performance-based promotions and pay scales with new evaluation levels — Exceeds Expectations and Exceptional. High performers may receive up to 150% of their grade allowance or bonuses of up to QAR 120,000.
Additional benefits include increased non-cash rewards, flexible work options, extended maternity and emergency leave, and special support for employees with children or professional certifications.
These reforms, developed in collaboration with government HR departments, aim to create a future-ready, efficient, and family-oriented public sector in Qatar.
