Punjab to Legalize Motorcycle Riding for 16-Year-Olds Under New Bill

The Punjab Assembly’s Standing Committee on Interior on Wednesday approved the Motor Vehicles Amendment Bill 2026, signaling a major policy shift regarding motorcycle riding by minors across the province.

Under the approved bill, children aged 16 will now be legally allowed to ride motorcycles, ending the long-standing restriction that treated all underage riders as illegal drivers.

The committee also approved the introduction of a Juvenile Driving Permit, creating a separate legal framework for motorcycle riders aged between 16 and 18 years.

According to the proposed law, the relevant licensing authority will issue juvenile driving permits, subject to specific conditions, safety requirements, and supervision mechanisms.

Officials said the amendment aims to curb the growing trend of unlicensed underage driving, improve road discipline, and reduce traffic accidents involving young riders.

The bill also proposes amendments to the Motor Vehicles Ordinance 1965 and will now be presented before the Punjab Assembly for final approval.
