Punjab raises stamp paper fees after 200 percent increase

Getting stamp paper in Punjab has suddenly become far more expensive, as the provincial government has sharply increased fees, with prices tripling in many cases and rising up to nine times for some documents. The overnight hike has caught many citizens off guard, adding to the financial pressure they are already facing due to inflation.

The increase affects a wide range of everyday documents. From divorce papers and domicile certificates to utility connections and property agreements, almost every type of stamp paper now costs significantly more. For many people, even basic legal paperwork has turned into an unexpected burden.

Adding to the difficulty, the State Bank has introduced new rules for issuing stamp papers. Applicants must now have a mobile SIM registered in their own name. While the government says this step is meant to improve verification and transparency, many citizens say it has made the process more complicated, especially for those who do not have a SIM registered under their CNIC.

According to official details, the minimum e-stamp paper fee has increased from Rs100 to Rs300. Divorce-related stamp papers have jumped from Rs100 to Rs1,000. Domicile stamp papers, commonly used for school admissions and job applications, now cost Rs500 instead of Rs100. Stamp papers for new electricity, gas, or water connections have also risen to Rs1,000.

Property-related documents have seen major increases as well. A property sale agreement now costs Rs3,000, up from Rs1,200. Other agreements have increased from Rs100 to Rs500, while higher-value agreements can now cost up to Rs20,000. Power of attorney fees have also been raised.

The decision has sparked strong criticism from citizens, lawyers, and education sector representatives, who fear that higher stamp paper costs will limit access to essential services. The government, however, says the move is part of a broader effort to digitize stamp paper issuance, control misuse, and reduce fraud through a more regulated system.
