Controversy Surrounds Plot Allotments to Senior Punjab Police Officials
ISLAMABAD – The National Police Foundation (NPF) is facing scrutiny following its allotment of plots to senior officials of the Punjab Police, including top-ranking officers, at notably below-market rates. The controversial decision has sparked outrage and prompted a response from the police department.
An English publication recently reported that senior police officers, including the Inspector General (IG) of Punjab and other high-ranking officials, were granted plots in the upscale E-11 sector of Islamabad at prices significantly lower than their market value. These officers, including the current and former Inspectors General, were charged a mere Rs 1.57 million each for plots worth over Rs 100 million.
Other senior officers, such as IG KP Akhtar Hayat and NPF Managing Director Sabir Ahmed, were also among the recipients. The distribution of these plots quickly became a topic of widespread discussion, with many accusing the NPF of favoritism and offering undue benefits to senior police personnel.
In response, NPF defended the allotments, stating that the process was fully in line with the Foundation’s established rules and regulations. The Managing Director of NPF explained that the plots were reallocated from original allottees who had been untraceable for years, and that the NPF had the right to cancel these allotments and distribute the plots to eligible officers as per its policy.

According to NPF officials, the Foundation’s policy is to allocate one plot per officer, typically after 29 years of service, ensuring fairness and transparency. They clarified that the officers were expected to cover the costs, including development charges, as per the rules. The Foundation also emphasized that the decisions were consistent with NPF’s longstanding practices, and that former allottees could reclaim their plots if they came forward.
The police department also highlighted that similar plot allocation policies exist for other senior government officials. Federal secretaries are allotted plots in sectors like G-15 and G-16, while officers from agencies like the Intelligence Bureau (IB) and the Federal Investigation Agency (FIA) can receive up to two plots based on their rank and tenure.
The controversy surrounding these allotments continues to stir public debate about fairness and the allocation of state resources.
