Punjab Brings Back Manual Land Record Certificates

The Punjab government has officially restored the issuance of Fard (Record of Rights) by withdrawing the earlier suspension on manual property ownership certificates. A formal notification has been issued, allowing eligible landowners to once again obtain the document through the prescribed procedure.

According to the notification, the restored service will initially apply only to areas where land records have not yet been digitized. Residents in these locations will be able to receive a Fard as proof of property ownership until the digitization process is completed.

The latest decision also removes the requirement for buyers and sellers to obtain or present a Green Property Certificate when carrying out property transactions in eligible areas. Property transfers involving land and other immovable assets can now be completed using a Fard (Record of Rights) or a certified copy of the official land record, as was previously practiced.

The suspension of manual property ownership certificates had been introduced after the launch of the Green Property Certificate initiative. At that time, authorities temporarily halted the issuance of traditional Fard documents as part of efforts to transition toward a new property verification system.

With the restoration of the service, people living in non-digitized areas will once again have access to manual land ownership certificates, making it easier to complete property transfers and other legal transactions involving land records.

The Punjab government has formally directed the relevant departments to resume issuing Fard in areas that fall outside the digital land record system. Officials said the move is intended to facilitate citizens while the digitization of land records continues across the province.

Meanwhile, the Green Property Certificate system will remain in effect for areas that are already covered under the new digital framework. Authorities stated that both systems will operate according to the status of land records in each area, ensuring that property transactions continue without unnecessary delays while digital reforms are gradually expanded throughout Punjab.
