The Punjab Assembly’s Standing Committee on Interior approved the Motor Vehicles Amendment Bill 2026 on Wednesday, marking significant changes for motorcycle riding by minors in the province.
Under the new legislation, children aged 16 will be legally allowed to ride motorcycles. The bill also introduces a Juvenile Driving Permit for riders between 16 and 18 years. This establishes a structured legal framework for underage riders.
The bill mandates that the relevant licensing authority issue these permits. Riders must follow specific safety regulations, supervision mechanisms, and compliance rules to ensure responsible driving.
Officials stated that the amendment aims to curb the rising trend of unlicensed underage motorcycle driving. It is also expected to improve road safety and reduce traffic accidents across the province. The bill includes updates to the Motor Vehicles Ordinance 1965, ensuring laws remain modern and effective.
Following approval by the committee, the bill will now move to the Punjab Assembly for final approval. Once passed, it will officially become law and be implemented across Punjab.
The introduction of the Juvenile Driving Permit reflects the government’s focus on regulating young drivers while maintaining public safety on roads. Authorities emphasized that structured supervision and legal guidelines are key to reducing accidents among young riders.
Experts said the amendment is a step forward in addressing traffic safety issues. By allowing controlled access to motorcycles and enforcing permit rules, the government aims to create a safer environment for both riders and pedestrians.
