PTA Reveals The Best Mobile Networks In Pakistan

Pakistan’s major telecom operators showed varied performance across services and cities during the fourth quarter of 2025, according to a new benchmarking report released by the Pakistan Telecommunication Authority in collaboration with Opensignal.

The study analyzed more than 1.25 billion measurements collected from real smartphone users across 161 districts over a 90-day period. It evaluated five experience indicators: download speed, upload speed, video experience, games performance, and time connected to the network.

At the national level, Telenor ranked first for both download and upload speeds, while ZONG 4G dominated gaming performance. Ufone placed fourth across all nationwide categories, highlighting persistent performance gaps compared with competitors in the country’s telecom market.

Average download speed across all devices measured 18.60 Mbps, rising to 30.80 Mbps on high-end smartphones. Upload speeds averaged 5.59 Mbps, video experience scored 44.44 out of 100, games experience averaged 40.26, and users remained connected to mobile networks 93.64 percent of the time.

City-level analysis across ten major urban centers showed no single operator leading everywhere. ZONG 4G topped download speeds in Lahore, Karachi, Multan, Hyderabad, and Gujranwala, while Telenor led in Islamabad, Rawalpindi, Peshawar, Quetta, and Faisalabad, with Multan recording the highest city speed.

ZONG 4G also ranked first in gaming across all ten cities and led network availability in five locations, reaching 97.23 percent in Karachi. PTA noted that Opensignal’s methodology reflects real-world user experience rather than controlled testing conditions.
