The Pakistan Telecommunication Authority (PTA) has begun blocking online content through its Web Monitoring System (WMS), restricting access to numerous websites, social media links, and mobile applications.
In a written reply to the National Assembly, the Minister in charge of the Cabinet Division disclosed that the PTA has blocked 2,369 URLs and 183 mobile applications that were involved in exposing personal data and identity information through the WMS.
According to sources from ProPakistani, the WMS is a surveillance infrastructure that utilizes Deep Packet Inspection (DPI) technology, giving the PTA significant control over internet traffic at the gateway level. This system, acquired from a Canadian firm in 2019 for around $18 million, enables the PTA to enforce large-scale blocking and censorship measures.

Sources also indicate that the PTA has started blocking social media IDs and other online entities accused of spreading propaganda against state institutions and Pakistan’s broader interests through this system.
The Minister in charge of the Cabinet Division noted that the PTA regularly conducts public awareness campaigns to educate the public on safe internet use. These efforts include outreach through print media, SMS, and the PTA’s official social media accounts. The government has also proposed the Personal Data Protection Bill to enhance data privacy and protection in the country, though it is still under review.
To support content regulation efforts, the PTA has developed an online E-Portal system for government organizations. This system allows federal and provincial ministries, law enforcement agencies, and other stakeholders to lodge complaints instantly. Currently, 47 entities are using this platform for seamless and accurate tracking of their concerns.
For the general public, a user-friendly Complaint Management System (CMS) is available through the PTA’s website, mobile application, and a dedicated email service, providing multiple channels to report unlawful online content.
Upon receiving complaints, the PTA analyzes the reported issues and coordinates with hosting entities like Apple Store and Google Play Store to remove or block unlawful applications within Pakistan.
