Justice Isa was born in Quetta on October 26, 1959, the son of the late Qazi Mohammad Isa of Pishin, who was at the forefront of the Pakistan movement, and the grandson of Qazi Jalaluddin, the prime minister of the Khanate of Kalat in pre-partition India.
In his early years, Justice Isa was a member of the Bar of England and Wales and was enrolled as a Supreme Court counsel from Balochistan.
