PM Shehbaz Requests PPP Backing For 27th Constitutional Amendment

Prime Minister PM Shehbaz Sharif has reached out to the Pakistan People’s Party (PPP) to gain its support for the proposed 27th Constitutional Amendment.

PPP Chairman Bilawal Bhutto Zardari confirmed on X (formerly Twitter) that PM Shehbaz and a delegation from the Pakistan Muslim League-Nawaz (PML-N) met him and President Asif Ali Zardari to discuss the amendment. He said the prime minister personally requested PPP’s backing for the proposal.

Bilawal revealed that the proposed 27th Amendment seeks to establish a Constitutional Court and restore the system of executive magistrates. It also includes a provision allowing authorities to transfer judges — a move that could reshape judicial administration in the country.

The PPP chairman added that the amendment also aims to make major constitutional adjustments, including removing provincial share protection under the National Finance Commission (NFC) and changing Article 243 of the Constitution. According to Bilawal, the proposal suggests returning the powers of education and population planning to the federal government.

Another key element of the amendment is to resolve the ongoing deadlock over the appointment of members of the Election Commission of Pakistan (ECP). Bilawal said the changes could help ensure smoother coordination between institutions and the federal setup.

Bilawal Bhutto Zardari announced that a meeting of the PPP Central Executive Committee (CEC) will be held on November 6 to discuss the proposed constitutional reforms. The final decision will be made after President Asif Ali Zardari returns from Doha.
