Pakistani Citizens to Get First CNIC Free of Cost at 18

The government of Pakistan has announced a major public service initiative, allowing every citizen aged 18 or older to receive their first Computerized National Identity Card (CNIC) free of cost.

According to the Interior Ministry, individuals who have recently turned 18 can visit any NADRA center within 15 days to apply for their CNIC without paying any processing fee. The initiative aims to promote civic inclusion and make essential government services more accessible to young adults across the country.

Officials stated that the decision was taken to encourage youth participation in administrative and social systems. A valid CNIC is a key requirement for numerous activities, including voting, opening bank accounts, and accessing public welfare programs.

The move is also seen as a step toward strengthening digital governance and recordkeeping. NADRA, Pakistan’s national database authority, has been directed to ensure that all regional offices facilitate the process smoothly and minimize waiting times.

Citizens applying for their CNIC for the first time are required to bring their Form-B or family registration certificate, along with a guardian’s CNIC copy, to complete the verification process. The free-of-cost service applies only to first-time applicants and will remain valid for a limited time period.

In addition to promoting inclusivity, the government has urged citizens to remain cautious of online scams claiming to offer fake CNIC services. Recently, the PTA warned the public about fake online job scams targeting young Pakistanis, emphasizing the importance of verifying official government sources before sharing personal data.

Officials further noted that NADRA’s new system upgrades aim to make the application process faster and more transparent. Applicants can also track their CNIC status through SMS services or NADRA’s official website.

The government’s initiative aligns with its broader goal to empower youth and improve access to civic rights, ensuring that every eligible citizen has proper identification and representation.

Public feedback on social media has been largely positive, with many praising the government for removing a financial barrier that previously discouraged low-income citizens from applying for CNICs.

With this new policy, Pakistan moves one step closer to universal identity registration, reinforcing transparency and equal access to essential services.
