OGRA Targets LPG Overpricing As Cylinder Costs Rise To Rs 3000

The Oil and Gas Regulatory Authority has issued a strong warning to LPG filling plants across Pakistan after receiving reports of widespread overcharging. Many operators are reportedly selling LPG cylinders for as high as Rs. 3,000, which is well above the officially approved rate.

According to the price notification for November 2025, OGRA set the maximum end consumer price for an 11.8-kilogram LPG cylinder at Rs. 2,378. The rate per kilogram was fixed at Rs. 201. Despite this, several major quota holders and bulk suppliers have been charging between Rs. 2,800 and Rs. 3,000 per cylinder, creating frustration among consumers already struggling with high living costs.

The regulator said these inflated ex-plant prices allow companies to earn unjustified profits and add to inflation. The issue has become more serious during the winter season when households rely heavily on LPG for heating and cooking. OGRA noted that the price manipulation has caused unrest as families face higher fuel expenses.

In a new directive, the authority ordered all LPG marketing companies and filling plants to strictly follow the notified prices at both the plant and distributor levels. Companies must also print the official selling rate on all invoices and issue proper invoices when giving gate passes to distributors.

Authorities have asked district administrations and law enforcement agencies to increase monitoring of LPG stocks. They have also been instructed to conduct supply chain checks and stop hoarding and black-market activity. OGRA’s inspection teams will carry out nationwide price verifications in the coming days.

The regulator warned that any violation of pricing rules or non-compliance with instructions will lead to strict action under the OGRA Ordinance, OGRA Rules and Regulations, and the LPG Production and Distribution Rules 2001.
