Nepra’s New Net Metering Rules Impact Solar Consumers Nationwide

The National Electric Power Regulatory Authority (Nepra) has introduced the Prosumer Regulations 2025, creating a new system for net metering consumers in Pakistan. The updated rules provide separate tariffs for buying and selling electricity.

Under the new framework, consumers are now called “prosumers.” Electricity companies will buy excess electricity from prosumers at the National Average Energy Purchase Price. Meanwhile, electricity supplied to consumers will be charged at the standard tariff rate. Nepra has also limited the amount of electricity prosumers can generate based on their total load. The regulator can review production capacities to ensure compliance.

Key Rules for Prosumers

  • Separate meters will be installed for buying and selling electricity.
  • New prosumers cannot sell electricity directly to other consumers.
  • The regulations apply immediately to new consumers, while existing consumers will transition after their current contracts expire.

According to recent statistics, Pakistan currently has 424,841 solar consumers, including 6,340 net metering connections. The total off-grid solar capacity exceeds 12,000 MW, showing significant growth in renewable energy adoption.

  • Canadian Topcon 585W: 31.80 PKR per watt
  • Jinko N-type monofacial: 31.75 PKR per watt
  • Q-Super bifacial panel: 28 PKR per watt
  • Longi Himo 10X HPBC 2.0 monofacial: 33 PKR per watt

Ex-Lahore prices include:

  • Longi Himo 7 590W single glass: 31.50 PKR per watt
  • Canadian Topcon 585/610W double glass: 31.80 PKR per watt
  • Trina N-type bifacial 585W: 28.90 PKR per watt
  • JA N-type 610/605W: 29.25 PKR per watt
