The federal government has approved amendments to the National Identity Card Act of 2002, introducing significant changes to enhance accessibility and recognition for individuals with disabilities and registered organ donors in Pakistan.
A spokesperson for the National Database and Registration Authority (NADRA) confirmed that these changes will soon be implemented in new identity cards, reflecting a progressive step towards inclusivity.
Under the amended law, persons with disabilities will receive specialized lifetime-valid Computerized National Identity Cards (CNICs) featuring a distinctive wheelchair logo. This symbol will also appear on the identity cards of disabled children, ensuring easier identification and accessibility.

Additionally, citizens who voluntarily register as organ donors with recognized authorities will be issued lifetime CNICs displaying both the wheelchair logo and an organ donor symbol. To qualify, individuals must first register with relevant donor organizations.
These new identity cards will play a crucial role in facilitating access to social services and healthcare programs for both groups. Those who are both disabled and organ donors will receive CNICs featuring both symbols, ensuring enhanced recognition in public and private sectors.
Implemented under Section 44 of the NADRA Ordinance, 2000, the amendments will come into effect following official notification in the Gazette of Pakistan. The updates also introduce new schedules specifying the design and form of the updated identity cards and certificates.
By streamlining documentation and catering to the specific needs of these vulnerable segments, these amendments aim to improve the lives of individuals with disabilities while also encouraging organ donation. NADRA, in collaboration with federal and provincial authorities, will oversee the issuance of these special CNICs. Disabled adults, whether resident or non-resident, will receive updated identity cards, while special children will be issued a Child Registration Certificate or Juvenile Card, valid as per the rules.
