The Khyber-Pakhtunkhwa (K-P) government has introduced a proposal to substantially hike traffic violation fines in its Finance Bill for the fiscal year 2025-26. The move aims to enhance road safety, particularly by regulating three-wheelers and cracking down on underage driving.
For the first time, a dedicated category has been established for three-wheeled vehicles, such as rickshaws and loaders. According to the Associated Press of Pakistan (APP), fines for violations by these vehicles will range from Rs200 to Rs10,000, depending on the offense. Non-compliance with route permits will result in a Rs5,000 penalty, with repeat offenders facing double the amount.

The bill also introduces stricter penalties for fraudulent driving licenses, with fines ranging from Rs5,000 to Rs10,000 for those caught using fake documents. Additionally, underage driving will face heavier fines—motorcycle riders below 18 years will be fined Rs3,000 (up from Rs1,000), while underage drivers of small cars will be penalized Rs5,000 (previously Rs2,000).
Officials stated that these measures are designed to improve traffic discipline and road safety across the province. The proposed changes are part of the government’s broader efforts to enforce stricter regulations and reduce traffic violations.
