Justice Sarfraz Dogar Appointed as Islamabad High Court’s Most Senior Judge

President Asif Ali Zardari has designated Justice Sarfraz Dogar as the senior-most judge of the Islamabad High Court and approved his permanent transfer along with two other judges.

The matter, initially referred by the Supreme Court for clarity on the seniority and permanency of transferred judges, has now been resolved. A revised seniority list issued on June 27 places Justice Dogar at the top, followed by Justice Khadim Hussain Soomro at ninth and Justice Asif at eleventh.

This development came just a day before five IHC judges filed an appeal in the Supreme Court on June 28, challenging the previous ruling. The timing of the appeal, after the notification was issued, has sparked debate over legal and procedural implications. Meanwhile, the Judicial Commission is set to convene on July 1, 2025, to decide on permanent Chief Justice appointments for the Islamabad, Sindh, and Peshawar High Courts, with Justice Dogar among the top contenders.
