The fishing community has vehemently opposed the federal government’s move to formulate a “National Fisheries and Aquaculture Policy 2025-35,” arguing that fisheries fall under provincial jurisdiction and any policy should be devised by coastal provinces, not the centre.

Stakeholders Ignored, Say Fishermen
Mustafa Mirani, Chairperson of the Pakistan Fisherfolk Forum (PFF), told The Express Tribune that fishermen—the primary stakeholders—were not consulted before drafting the policy. “We will not accept any policy that undermines our rights,” he warned.
Policy Draft Circulated Among Provinces
The federal government has shared the draft with Sindh and Balochistan, seeking feedback. Kazim Hussain Jatoi, Sindh’s Secretary for Fisheries and Livestock, confirmed the province is reviewing the proposal.
Key Proposals in the Draft Policy:
✔ New Apex Body: Establishment of a “Pakistan Fisheries and Aquaculture Council (PFAC)” to oversee policy amendments.
✔ Registration of Jetties & Boats: All private jetties and fishing vessels must be registered, with annual taxes imposed.
✔ Extended Fishing Ban: A three-month ban (June-August) instead of the current two months.
✔ Digital Registry: A centralized digital system for tracking fishing vessels.
✔ One-License System: A unified permit for fishermen operating in Pakistan’s waters.
Fishermen’s Concerns:
- Federal interference in a provincial subject (18th Amendment).
- Lack of consultation with local fishermen.
- Increased taxes and regulations could hurt small-scale fishermen.
