Fake Notices Scandal FBR Removes Karachi Officer

The Federal Board of Revenue (FBR) has removed a tax official from service after proving serious misconduct and misuse of authority. The official was accused of illegally accessing the FBR electronic database and issuing fake notices to taxpayers.

According to an official notification, the officer accessed sensitive tax data without authorization. He issued illegal notices and orders to 134 taxpayers. He also generated 91 fake orders, notices, and letters using the names and designations of senior officers.

The accused official, Muhammad Khalid, served as Inspector Inland Revenue at RTO-I, Karachi. Disciplinary action began on June 23, 2016, when he was suspended from service. A formal charge sheet was issued in January 2017 under the Government Servants rules.

However, the inquiry faced delays because key records were held by the Federal Investigation Agency (FIA). Due to the prolonged delay, earlier proceedings were closed. The officer was reinstated in December 2021. Fresh proceedings were then initiated under the Civil Servants (E&D) Rules, 2020.

The FBR appointed a senior officer as the inquiry officer. The investigation could not be completed earlier due to missing FIA records. These records were finally received in August 2025. A detailed inquiry report was later submitted.

The inquiry confirmed that the accused illegally accessed the FBR e-portal. He downloaded taxpayer data and issued summons and orders without authority. Officers whose names were used denied issuing those documents.

The inquiry also found that the official occupied an office room without permission. He established a parallel system inside the office for personal motives. He kept official and personal records in the room without approval.

The accused failed to defend himself against the evidence. He also did not respond to allegations regarding the 91 fake documents. Forensic analysis by FIA supported the charges.

The inquiry concluded that the charges of inefficiency and misconduct were fully proven. The FBR determined that the actions amounted to a breach of official trust and corruption.

Based on these findings, the competent authority approved a major penalty. The official was removed from service, bringing the long-pending case to a close.
