FBR Grants Two-Year Salary Bonus To Dedicated Officers

The FBR has approved a major increase in the reward ceiling for Inland Revenue officials. The authority has raised the limit for meritorious rewards from 18 to 24 salaries per financial year. The decision aims to encourage better performance and recognize high-achieving employees.

The approval came during the third meeting of the Board-in-Council for fiscal year 2025–26. The meeting was held at the FBR Headquarters in Islamabad under the chairmanship of the FBR Chairman. Senior officials attended the session, while three members were granted leave of absence.

According to officials, the increase applies to employees covered under Rule 6 of the Inland Revenue Reward Rules, 2021. The Board approved the amendment unanimously after reviewing the reward structure and its impact on staff motivation.

The meeting also focused on the proposed performance evaluation system for ex-cadre officers and staff. The Member (Admin & HR) briefed the forum on the new framework. Under the revised system, officers in BS-16 and above and staff in BS-1 to BS-15 will be placed into performance categories. These categories will determine eligibility for quarterly rewards.

A weighted evaluation method will also be introduced. Commissioners, committees, and senior members will take part in the process to ensure transparency and fairness. Some members suggested changing the weightage given to the Assessment Committee. However, the Chairman and most participants supported the proposed structure.

The Board agreed that the entire reward process must be digital. PRAL has been directed to implement an IT-based system within seven days. The move is expected to speed up assessments and reduce manual work.

It was further noted that the Customs Reward Rules, 2012 allow rewards of up to 36 months of basic salary. Therefore, no amendment is required for customs staff.

The Board did not support removing cadre officers from the reward system. However, the issue of special rewards for exceptional performance will be discussed in the next meeting.
