New Saudi Regulations: Pilgrims Must Pre-Book Umrah Services

UAE Umrah service providers are urging expat pilgrims to confirm their transport and accommodation before applying for visas, following Saudi Arabia’s tighter regulations on pilgrim movement.

At Jeddah and Madinah airports, officials now strictly check that pilgrims have a valid Umrah visa, hotel reservations, and pre-booked transport through licensed providers. The new rules aim to curb illegal taxis around airports and pilgrimage routes, allowing only prepaid taxis booked via the official portal or Haramain Express train tickets.

Tour operators say these measures are designed to streamline travel and ensure compliance with Saudi law. Pilgrims will not face penalties, but operators may incur fines if clients arrive without proper bookings.

Authorities also warned that tourist visas cannot be used for Umrah, pilgrims without a valid visa may be denied entry to key sites. Umrah visas currently start at Dh750, varying by nationality. Residents are advised to book flights, hotels, and transport in advance to avoid delays and complications.
