The SC made the observation that transfers could not be approved by the chief election commissioner alone, without input from other members. The decisions were made by a three-judge panel made up of Justices Ijazul Ahsan, Mazahar Ali Akbar Naqvi, and Munib Akhtar.
Dogar, as last year’s dispute between the federal government and the former Punjab administration led by Chaudhry Parvez Elahi involved the Lahore CCPO. Dogar filed charges against PML-N officials and oversaw the Wazirabad JIT, which was looking into Imran Khan’s attempted assassination. When the Central attempted to recall him, the Punjabi government objected. Dogar was finally suspended by it, but the supreme court later restored him. Eventually, the interim administration transferred him.
The CEC Raja Sikandar Sultan was called before the court and questioned about the “rush” in transferring Dogar during the last hearing. It had also requested Pakistan’s Chief Justice Umar Ata Bandial to start suo motu proceedings for the failure to announce the election date for the Punjab elections within the allotted time.
