CDA Revenue Officers Protest What’s Behind the Land File Pressure

Revenue officers working under the Capital Development Authority (CDA) have protested against alleged pressure to approve certain land files unlawfully. The issue has emerged ahead of the planned e-balloting for sectors D-13 and E-13.

Sources told ProPakistani that the dispute started when revenue staff refused to approve files they said violated established rules. Officers reportedly boycotted an internal meeting in protest, insisting they would not carry out illegal approvals.

According to the sources, the Deputy Director of Land and Rehabilitation of the CDA allegedly instructed subordinate revenue officers to approve specific files at the request of a senior district administration officer. The officers rejected the demand, stating it went against institutional procedures.

Following the boycott, the Deputy Director General reportedly issued show-cause notices to patwaris for non-compliance. This action has further escalated tensions within the CDA. Revenue staff maintain that they acted to uphold the integrity of official procedures.

Concerns have also been raised regarding the transparency of the upcoming e-balloting process. Sources claimed that some plots may have already been pre-allocated, with applicants allegedly asked to pay advance amounts. Reported charges include Rs. 1.5 million for main road plots, Rs. 1 million for plots on 70-foot roads, and Rs. 600,000 for ordinary plots.

The CDA is scheduled to conduct the e-balloting for sectors D-13 and E-13 on Monday, December 22. Allegations of advance payments and pressure on revenue officers have cast doubts on the transparency and governance of the process.

No official statement has been issued by the CDA regarding the allegations so far. The situation highlights growing concerns about procedural integrity and fair access to plots in Islamabad’s housing sectors.
