The Capital Development Authority (CDA) has initiated formal testing of its new e-stamp system, marking a significant step toward digitizing land records in Islamabad.
Chairman Muhammad Ali Randhawa reviewed the progress during a high-level meeting attended by ICT administration and CDA officials. Representatives from the Punjab Land Records Authority also joined the session via Zoom.
Officials reported that most components of the Islamabad e-stamp platform have been completed under the ICT PLRA agreement. Software development is finished, and initial testing has begun. The system is currently linked to One Link in its first phase. Non-judicial e-stamp papers will be launched initially, followed by judicial e-stamp papers.
The meeting also reviewed the broader land record digitization drive across ICT and CDA. Digitization has been completed in 24 mouzas, while work on the remaining 11 mouzas is nearing completion. Scanning of all records under the CDA Estate Wing is finished, and Building Control records are currently being scanned. Once scanning is complete, full digitization and structured integration of land records will move forward.
A mobile application has also been developed to provide citizens direct access to their land records. The system aims to make property verification, transfers, mutations, and sale-purchase processes more transparent, secure, and efficient.
Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa stated that this initiative supports the federal government’s Digital Islamabad vision. He added that it will contribute to a cashless economy. Randhawa emphasized that secure land records, improved governance, and better service delivery are top priorities. The CDA is utilizing all available resources to provide citizen-friendly services in the capital.
